This is intended as a mechanism of last resort - when all other resources have been exhausted.
Do you have loved ones that are far away - and have some urgent need for basic necessities? Are you willing/able to help out a stranger's loved ones in your local area?
This could be as simple as helping deliver some groceries to a person's elderly family member - so that folks in high risk groups can maintain their isolation and not require them to go out.
